Canada's immigration system is undergoing significant reforms to enhance its integrity, security, and efficiency, as announced by the Honourable Marc Miller, Minister of Immigration, Refugees, and Citizenship Canada (IRCC). These measures are designed to bring about positive changes and improve the overall immigration system.

 

Ending Flag Polling

One of the primary concerns addressed is the practice known as "flag polling." This refers to individuals who leave Canada without intending to visit the U.S. but return immediately only to expedite their border processing. This practice consumes valuable resources on both sides of the border, hampers border traffic, and diverts officers from more critical tasks. With the new measures, temporary residents currently in Canada will need to apply online to extend their stay, effectively ending flag polling as an option. 

He underscored that addressing this gap is a key part of the department's efforts to strengthen the integrity of the immigration system. The minister has not provided a specific timeline for the change but mentioned that IRCC aims to implement it "as soon as possible.


Increased Control Over Immigration Documents

The Canadian government is introducing legislative amendments to enhance control over immigration processes. These amendments will empower authorities to change, suspend, or cancel immigration documents, including visas and applications, in our inventory when deemed in the public interest, for example, in cases of mass fraud. This measure aims to respond effectively to exceptional events in ways that protect Canada and public resources.

 

Streamlining the Asylum System

Significant reforms will also be implemented in the asylum system to expedite the dealing with processing of illegitimate claims. This aligns Canada's procedures with those of the U.S.


Reinforcing Program Integrity

In addition to the above measures, the government is implementing further actions to reinforce program integrity and reduce the potential for Labour Market Impact Assessment (LMIA) fraud. One significant change is removing additional points awarded to candidates under the Express Entry system for having a job offer. The Express Entry system is a Canadian immigration selection process designed to identify and select skilled workers for immigration to Canada.

This adjustment aims to eliminate the incentive for candidates to purchase an LMIA, thereby increasing fairness and integrity within the Express Entry process.
