This updated, 5-year initiative of the Immigration, Refugees and Citizenship Canada (IRCC) offers a direct pathway to permanent residency (PR) for caregivers already living and working in Canada, with no LMIA required.

How the Home Support Pilot Works

This PR-on-arrival program focuses on helping up to 15,000 qualified home care workers and their families gain permanent residence in Canada between now and March 30, 2030. Unlike previous caregiver pilots, it streamlines the process by allowing you to submit a PR application first, as long as you meet all program requirements.

Two Streams

This program includes two distinct streams:

Stream A: For applicants residing in Canada with valid work authorization.

Stream B: For applicants not working in Canada.

Eligibility Requirements at a Glance

To be eligible for this pilot, you’ll need to meet the following key criteria:

Job Offer

  • Full-time, valid home care job offer from anywhere in Canada except Quebec
  • Wages must meet or exceed the provincial or national median wage
  • Job types include: live-in caregiver, nanny, personal support worker, care aide
  • Must be employed in a private residence or by a direct hire business
  • Not allowed: job offers from family members, institutional employers, third-party recruiters, or businesses owned by the applicant

Language Requirements

  • Minimum CLB 4 (English or French)
  • The test must be taken within the last 2 years

Education

  • Canadian high school diploma or equivalent foreign credential
  • If using a foreign diploma, an Educational Credential Assessment (ECA) from an IRCC-approved organization is required (e.g., WES, ICAS, CES)
  • The ECA must be issued within the last 5 years

Relevant Work Experience or Training

If applying with work experience:

  • At least 6 months of full-time, continuous relevant experience in the last 3 years
  • Experience may come from Canada or abroad
  • Not accepted: experience before age 18, self-employment, or work done while studying full-time

If applying with training:

  • At least 6 months of in-person, full-time training (15+ hours per week)
  • Training must be completed within 2 years before applying
  • You must have been at least 17 years old at the start of the training
  • The training must result in a formal credential

Residency

  • Applicants must intend to live outside of Quebec

Application Process
